what are the vows you tell your partner when giving them a promise ring?

There are no vows for promise rings.

My vow goes “If you slip this ring on me when I’m not watching it could be REALLY PAINFUL”

Personally I can’t quite seem to understand the whole point of promise rings, but I am attaching a link for you. There are not really vows with the promise ring. It is basically a symbol of commitment and a promise that one day you will eventually get married.
