   In theory, it means that he intends to propose when he’s ready.

   In actuality, it more often means he wants to lay some sort of tangible claim on his girlfriend even though he’s nowhere CLOSE to being ready for marriage (because if he were, he’d just wait a but longer until he’s ready to propose).
